Catalyst Partners is a Washington D.C. based homeland security consulting firm that specializes in SAFETY Act. Catalyst Partners SAFETY Act efforts are led by Akmal Ali. Prior to joining Catalyst Partners, Akmal served as the Deputy Director at the U.S. Department of Homeland Security's Office of SAFETY Act Implementation (SAFETY Act Office). During his tenure at DHS, Akmal helped lead efforts to increase the SAFETY Act program to include the review and approval of complex venue security applications. In fact, Akmal help lead DHS' first reviews of venue security SAFETY Act applications, which included an international airport and a venue critical to the financial sector. Additionally, Akmal helped create many of the aspects of the SAFETY Act review process for venue security, including the use of site visits, which play a critical role in the evaluation process. Before serving in the capacity of Deputy Director, Akmal worked Institute for Defense Analyses, the federally-funded research and development center (FFRDC) hired by DHS to perform as the lead technical evaluation team that reviews SAFETY Act applications, including stadium venue security applications. Since joining Catalyst Partners in 2011, Akmal has been fortunate to successfully represent numerous companies many of which obtained first-of-its-kind SAFETY Act awards that served as watershed moments for the program. These awards include the first major international airport award (Newark Liberty International Airport), the first major critical infrastructure award (George Washington Bridge), the first information sharing and analysis center (Aviation-ISAC), and even components of commercial aircraft manufacturing (Boeing). Akmal currently works with companies in the gaming industry in Las Vegas. Akmal is a graduate of the Syracuse University College of Law where he received specialized in the law school's Institute for National Security and Counterterrorism.
